Fernando Gomar holds a Law degree from the Centro de Estudios Universitarios (CEU SAN PABLO) and a Master from the CENTRO DE ESTUDIOS FINANCIEROS. Fernando has over 30 years of experience in municipal administration and the public sector. His expertise spans regulatory and contractual aspects, both public and private, as well as organic and operational management.
Throughout his professional career, he has held significant positions at MERCAMADRID, S.A., a public company of the MADRID CITY COUNCIL, such as Secretary and Legal Advisor to the Board of Directors and the Executive Committee of Directors, and Director of Litigation and Legal Proceedings, representing the company and managing legal affairs.
He currently advises various public and private entities on matters of public and private contracting, special concession regimes, Urban Planning, Administrative Sanctioning Law, Competition Law and various public law instruments and tools.
As a member of the esteemed Madrid Bar Association, Fernando has extensive experience in contentious-administrative jurisdiction, as well as in matters of patrimonial liability, expropriations, replotting, reversion, private use of public domain, registry inscriptions, urban planning specialties, and subsidies.
